Montpelier’s Flood Recovery Journey: Building a Resilient Community

In July 2023, Montpelier, Vermont faced a devastating flood as the North Branch of the Winooski River surged, inundating businesses and homes with over 20 feet of water. Despite the destruction, over 4,000 volunteers flocked to the town, lending their hands to clean up and rebuild.

Central to the recovery efforts is the Montpelier Commission for Recovery and Resilience, a collaborative initiative between Montpelier Alive, the Montpelier Foundation, and the City of Montpelier. This public-private partnership serves as a guiding force, coordinating various working groups dedicated to advancing flood recovery and resilience projects across the city.

Driven by a commitment to sustainability, equity, and vitality, the Commission operates on principles of action, openness, inclusivity, and empathy. It doesn’t just envision a resilient Montpelier; it actively works towards it, engaging stakeholders from all walks of life.

Under the leadership of a private sector chairperson, the Commission takes on multiple roles. It provides strategic direction, advocates for the community, and oversees the execution of initiatives aimed at bolstering Montpelier’s resilience. Importantly, it acts as a conduit for community voices, ensuring that all perspectives are heard and valued.

At the helm of the Commission is the Montpelier Recovery and Resilience Director, tasked with operationalizing the vision set forth by the community. Supported by city staff and housed within a partner non-profit organization, the Director facilitates collaboration among recovery groups, organizes public dialogues, and spearheads strategic initiatives.

Currently about 80% of the 140 businesses that were impacted in downtown Montpelier have reopened. Despite this progress, all businesses remain fragile given the immense economic losses they have been faced with. Businesses are seeking ways to become more resilient, and continue their recovery. Montpelier Alive and the Montpelier Foundation have provided funding opportunities to businesses and homeowners for flood recovery projects. While the third round of grants has closed, the community eagerly awaits future opportunities to further support the rebuilding efforts.

As Montpelier progresses on its journey towards recovery, it’s crucial for homeowners and small businesses to equip themselves with resources for stormwater management. Organizations like the Vermont Rivers Conservancy offer invaluable guidance on mitigating flood risks and building resilience.

Amidst the challenges, Montpelier remains steadfast in preserving its vibrant arts scene. ‘The Renewal Project‘ infuses downtown with creativity, showcasing artworks that not only beautify the city but also narrate its resilience in the face of adversity.
